The deadlines used to be late summer with the hopes that they'd be out around that Christmas. The cutoff for 2004 would have been late summer 2004...the cutoff for 2005 would have been late summer 2005, etc. The downside was that people who signed up in (say) October 2005 wouldn't be eligible for 2005, but would be eligible for the 2006.
There were a couple in there where 10C would email and say there were "production issues and we hope to get them out soon."
Eventually, the late-summer deadline was pushed to 12/31 so that everyone who registered from 1/1 to 12/31 would be eligible.

It is a bid odd. Given that it started as Christmas single, and Christmas is one week before the end of the year, it already came out pretty late in the year. Then to mask the fact that it usually came out well into the following year they renamed in the annual single, but it still comes out late. Now over a year late. Renaming it to annual didn't help the late factor, it seems to have exacerbated it :(
Beginning January 1, 2019 the Ten Club Single will be discontinued.
