FYI: Items not received in 4 months from Seller...Cesar/ Jhare

Just an FYI: 
I have been waiting since March 14, 2017 for items I purchased from Cesar. Forum name: Jhare
Nearly two months ago he said he would reship the items that were apparently returned to him by U.S. customs as they never made it through U.S. customs to get to the USPS! He also surprisingly asked me to send money to pay for half the shipping so he could reship it! And I did. Now I have been sending him PMs and emails the past 4 weeks with no reply as to whether he actually sent the items. So, the past week I've asked for a Refund with no reply. 

I've had one previous transaction with him in the past with no problem. 

I'm trying to give the benefit of doubt but at this point I don't know what to think other than I may need to file a PayPal claim.

    I completed a deal with him years ago that took a long time but did complete.  (Just wanted to throw that out there, you certainly should do what you feel you need to.)
