I belong to a beer and bourbon group and there are regular megaball or powerball raffles for items. The full (long) rules are below but to summarize:

Use national lotto as the drawing. The last number drawn (Red ball for Powerball, gold ball for Mega Millions) is used. The item value is divided by either 26 (powerball) or 15 (mega millions). Everyone chooses a spot(s) and pays the entry fee. After the drawing the person that chose the winning number gets the item.

Is there interest in this or is it allowed? Thought it would be a fun way to buy/sell here. Also gives you the chance to acquire a big ticket item at a lower price.

RAFFLES -
-Megaball and Powerball Format only
-Valuation must be stated in the heading.
-All raffles must include shipping.
-MUST include when buyout is in effect. This can only be changed if ALL parties who have purchased a spot agree. If there is not a 100% consensus, the terms will not change from the original post.
-If the lottery is not full in 7 days, it must be refunded and removed.
--Once a Lottery is posted, it must remain open/Live for 7 Days
-If the lottery is not full in 7 days, it must be refunded and removed.
-If you purchase a spot in a lottery, you own that spot for the life of said lottery. You do not get to back out of a spot just because a lottery doesn't fill by the first drawing.
LOTTERY FORMAT - ★★★ALL NEW MEMBERS MUST READ★★★
-Powerball - 26 slots - National Lottery runs every Wednesday and Saturday
-Megaball - 15 slots - National Lottery runs every Tuesday and Friday
-When a lottery is posted, members pick their numbers first come first serve. The earliest pick gets the number. The person that paid for the number drawn is the winner, this means if the number is not paid for, the raffle rolls. Unless specifically stated by the seller, lottery numbers should be paid for at the time of the picking.
VALUATION:
Valuation is considered retail/secondary value of your bottle plus shipping costs (generally $15-20). Divide that amount by 26 for Powerball or 15 for Mega, amounting to the price per number, generally rounded to the nearest $.50.
BUYOUT:
A raffler will decide in the post whether the the raffle will run it before it is full. This cannot be changed after the first spot is sold unless ALL parties who purchased spots agree. If not all parties agree the rules remain unchanged. If it runs and a winner emerges, and there are empty spots, the winner has the option to "buyout" the empty spots to claim his prize. If he chooses not to, or the lottery lands on an empty number it will roll to the next drawing.
LOTTERY TIPS:
• Numbers are paid for using Paypal or Venmo, specified by the raffler. When using Paypal or Venmo, NO COMMENTS are put in association with your payment.
• A picture and a full description are required to start a lottery and if there are any questions for the seller, please ask them before picking numbers.
• If you are the winner of a lottery, it will be posted in the comments section and exchanging of shipping information is conducted through PM.
• Sellers responsibility is to ship as soon as possible. Broken bottles are the responsibility of the seller, please contact an admin if an issue arises.
• Sellers should PM the tracking information to the winner when it is shipped.
SATELLITE RAFFLES
If the value of a lottery is expensive and may take a while to fill, the seller can run Satellites, which are separate lotteries the winner claims to pick spots in the main lottery. This lowers the cost of an entry into a lottery for an expensive bottle and can be a great way to get into a lottery for cheap.
For example: If the main lottery has a per number price of $60, it may be slow to fill, the seller may run a satellite MB lottery for $8 per spot X 15 spots. That yields $120 from the satellite, or the price of 2 numbers (at $60 each) in the main. The winner would then get to pick 2 numbers in the main. These often vary in cost and numbers to win in the main so be sure to read the description of the satellite lottery.
*If someone vouches for a person that turns out to be a scammer, not only will the scammer be removed, but also the person who vouched
SHIPPING RULES AND TERMS:
Effective immediately (7:15 PM EST, 02/15/16)
All items raffled, sold, or traded must be shipped within THREE (3) business days (i.e Friday transaction shipped by Tuesday, Monday shipped by Thursday) unless previously agreed upon.
There have been far too many instances of bottles not being shipped (yet alone arrived) after 10+ days. We feel that as long as you're willing to collect payment for these items, you should be equally willing to ship them promptly.
Anyone who violates these rules will be banned from raffling/trading/selling within the group for one (1) week. Additional punishment for multiple offenses will be discussed via the admins.

    I'd LOVE to do it but I believe there is a problem with alcohol being traded amongst us. You know the legality thing.

    I don't know OP - raffles have been done here before, but I'm not sure what the official take is on them in this forum. I've heard if you are into raffles that are not tied to a charity (like OYR for example), Facebook is your place.
