First it's fundamentally impractical. How is the gov't going to intercept paypal transactions, western union payment, checks in the mail, etc. in order to levy the remittance tax? Second, you are punishing the relatives of the Americans who are sending the $. That's sure to make him win some more Latino votes. And last, the Mexican economy relies heavily on these remittance payments. The unintended consequence would be a massive slowdown in the Mexican economy, likely leading to a rush of emigration from Mexico to the US. Oops.

So yeah, all in all, genius.
