Vinyl cleaning cloth question.....????

Just picked up a vinyl styl lubricated cleaning cloth from newbury comics it has a kind of i dont want to say rough but wierd film on one side? Has anyone used these? Do you use a cleaner spray with it? I googled it and theres no instructions!!! Thanks for any info!!
