    It is not legal, however one can always find probably cause to make it a legal stop. The CPD stop and frisk is a bit different than the NYPD. First off its not called stop and frisk, it's really not called anything other than generating a Contact card. These contact cards are collected and put into a massive data bank which assists In biggest fraud in all big city Policing COMP STAT. Comp Stat is a way that big cities like Chicago and NYC hide and reclassify crime. Politicians love it.
    So getting back to these contact cards. The bosses need them and if you got a spot you like you better generate some contact cards for the Bosses so when they Go to the weekly CON STAT meeting w/ the brass they don't get yelled at or lose their wonderful spot.
    Tact teams (plain clothes) and positions where you volunteer (not assigned positions where you retain your Union rights) your services are the main resources of contact cards.
    Since all the tax paying areas of Chicago have been bled of police Manpower and reassigned to all the Non tax paying areas of Chicago, you see a big discrepancy of who is getting stopped and contact carded. I think it's ridiculous and very dangerous on many levels.
    The contact cards are also used when some gangbanger gets themselves shot or killed. The bosses look up dude who was shot and look all the know associates and gang ties . A list of subjects that might be the next unfortunate gangbanger to get shot is generated and given to officers to go find these individuals and warn them that their precious lives maybe in danger.....As the Chant Goes, All lives Matter....
