Obama easing tensions with Cuba

President Obama is beginning to loosen restrictions on Cuba. A prisoner exchange negotiated by Pope Francis seemed to start this. John Kerry stated that he wanted to be the first Secretary of State to visit Cuba in over 50 years. If sanctions are actually lifted and business and trade is allowed, will it actually help the United States and Cuba? Or is this a last ditch effort for President Obama go secure a positive legacy?
I know people will say Obamacare is positive and will ultimately be his legacy. I don't.

Actually callen, Cuba is not that cheap. While you can stay in Casa Particulares(rooms in people's houses) for 20-30/nite, hotels are expensive. A good hotel in Havana will cost 200/nite.
