Opening vs co-headlining

I'm sure this has been covered to death, but my problem with the whole scenario really has to do with the whole tour. The way the tickets and shows were announced caused hardship not knowing if I should see them in Chicago, or St. Paul or Summerfest. Now, to top it off I get to see them open for Tom Petty. I saw Tom Petty last year at Summerfest, loved the show and the band, but I'm not going to see Tom Petty I'm mainly there to see Pearl Jam. I'm not sure who the boys thought this was a special event for themselves or the fans, but the way everything else unfolded it appears to be for them.
