Easy Lottery Fixes

Two things that need to be done to the lottery:

1. If you didn't win last leg, you should be drawn before anyone else who won previously.

2. Allow people to rank order multiple shows in preference but specify how many they are willing to go to. I could go to Moline, St. Paul, Detroit, and St. Louis but only wanted/could attend one show. Would be happy to have made it to any of them but didn't want to rank them all with the risk of getting multiple wins.

    I think once you win it you go to the end of the line and anyone who has not won it has a chance before you. I know random is statistically the fairest way, buy if some dude randomly wins 4 shows and others get none, the fairness everyone pissed and moaned about which led to this fucking lottery seems pretty off.
