Lesson learned
Recently bought a poster - 2011 EV Portland show - from a fan that is also active on expressobeans.
After telling me 3 different times he would mail it, and 3 weeks later, I finally received the poster. I gave him some space because he said he was going to travel to some PJ shows and then he said he got sick but he was always quick to respond to my messages.
I opened the poster immediately after receiving and was quite disappointed to see the poster was creased heavily in several spots in a linear fashion. The tube and craft paper the poster was rolled in were not damaged in any way.
I immediately sent a message to the seller and he apologized and wanted photos because he claims the poster was mint when he put it in the tube. I supplied several photos showing the damage. He said to send it back and he would replace it because he had another. All seemed ok at this point except I wanted him to send the replacement poster immediately and he refused. He said he would wait until he received the damaged poster before sending another because he had to protect himself and I had paypal to protect me.
Now for the lesson learned part. I made the mistake of telling him I sent the money "Friends and Family" so I didn't have paypal to protect me. Not really sure why I sent the money that way other than I sent a couple other transfers at the same time and must have hit the wrong choice.
He responded not to worry and I sent the poster back. I wasn't going to keep it in that condition anyway.
12 days and 5 messages/emails later and I haven't heard from him since. Not really sure what he is thinking as I have his name and address because of the paypal payment.
Luckily it wasn't an expensive poster but I won't be making that mistake again.

There is always an element of trust when buying/trading on forums like these and it sucks to get burned.
I wouldn't give up, I would keep hounding him, at least for a refund.
I would say to hang in there and wait for a response before jumping to conclusions. I know it is difficult, but you are not dealing with merchants or sellers that want repeated business, you are dealing with ordinary folk who sometimes do things in their own time.
Also note that to my knowledge any PayPal claim has to be made within 45 days so if you feel you're getting dicked around don't delay opening a claim
