What happens if you run out of money in Europe?

Has to happen quite often with college students. Or just in general. Seems thats how most people see Europe. Just have a wad of money and stay in Europe until they run out of it.

But what happens when you do? What would happen if you ran out of money while in Paris? Like literally ran out of money and couldnt afford a ticket home and couldnt afford any hotel or housing?

As a foreigner and non citizen of that country what would their response as a country be?
