I'm at work this morning and a fellow employee is concerned that there is marital law in both of theses towns. No matter what I say he still feels the came way. What is the real deal?

I'm fairly confident there is not martial law in either of those towns. The closest we have come to martial law in the US in recent history was Watertown, MA in April and that was pretty well covered on television.
