Why were the set lists at St. Paul so short?

Is this a mistake on Pearljam.com "setlists" section or did Minnesota get shafted?

    They played the same amount of songs as Tom Petty. Just kind of shows how amazing Pearl Jam is, considering they typically play 7-8 more songs than that on a regular show.
