    There were thorough weapons inspections between 1991 and 1998... and Operation Desert Fox took out those facilities that Iraq closed to inspections in 1998.
    By 2003... Iraq was incapable of of spinning up a complex development, storage and implementaion program for any of it's military. They even had limited numbers of conventional artillery shells for their tanks, so many of those tanks were sent out to defend the outlands, unarmed. That is why there were massive desertions of Iraqi troops.
    Anyone who believes Iraq had any capability was either grossly uninformed or believed that our military personel, who had been monitoring Iraqi military movement for 12 years, must be a bunch of inept morons. Those are the only two conclusions I can come up with that make any sense... either Saddam Hussein was a genius mastermind that was capable of Bond Villian-like underground facilities... or our military, whose eagle-eyed vision focused on Iraqi military operations, was inept.
