The band is Four Hundred. Their album is The Illusive High, released in 1996.
Googling them gets you two hits:
1) a Canadian Band database they are in, no other info, simply name and album.
2) A rare music site asking for info on them.
I have the album and have give you 3 songs on my channel to listen to. Not bad stuff at all.
