Helping Someone Out

I'm seeking some advice on how to send money to someone overseas, Cambodia to be exact, without the dollar amount that I send getting eaten up in bank fees.

About 15 years ago I travelled to Cambodia and toured Siem Reap and Angor Wat. I had a great tour guide named Maray who took us to the outlying, less traveled temples and as we really got along well, he took us to his village and showed us his house and the crocodiles he was raising for export to earn additional money. Long story short, we've become long distance friends and he has gotten married and has two daughters that he wants to send to school. He asked me for financial help. The last time I sent him money, the foreign transaction fees took almost two thirds of the initial amount that I sent. I suggested that he set up a PayPal account but I'm not sure he can in Cambodia.

Does anyone know of any other methods, NGOs or other charitiable organizations that I could send money to for his benefit? There was a board member who had a banyan tree as their avatar and their location was in Cambodia but I can't remember their board name. Maybe he/she could help? Anyone know who they are? Any other suggestions?

I'll appreciate any advice offered.
