Might I suggest a slight adjustment to the law? Perhaps have the law state:
" All citizens may own all Pearl Jam albums and as many bootlegs as they want. In order to make vinyl selections more readily available, the Treasury Department has just leased funds to produce high quality, inexpensive vinyl versions of all Pearl Jam albums and several bootlegs. All citizens are allowed one free album per year in any format to be shipped each first Tuesday in November (haha!). All non-US fans are also allowed one free album per year. Anyone world-wide can order all records- vinyl or CD- for $4.99 US including shipping (as a kind of 70's nostalgic throw back thing). Also, on election day, all citizens are asked to submit a vote for which song they would like to become "National Song" (not to replace the already established National Anthem.) Thank you citizens."
And thank you, Mr. President.
