SENIOR federal Liberal Joe Hockey has called for a sensitive and measured parliamentary debate on same-sex marriage. .

Mr Hockey said he did not agree with Senator Bernardi's overnight remarks which warned that the same-sex marriage campaign would result in campaigns to accept bestiality and polygamy.

"This needs to be a measured and sensitive debate," Mr Hockey told ABC Television this morning.

"People do have strong views, they're entitled to strong views ... but this doesn't help."

Debate on private bills legalising same-sex marriage continues in both houses of parliament today.

Nationals Senate leader Barnaby Joyce said all upper house members had strong views on gay marriage.

"We should all be allowed to express those strong views," he told reporters. He said he would be voting against the legislation.

Senator Joyce said he would not comment on reports Liberal senator Sue Boyce might cross the floor.

"I would be the last person to start saying that someone crossing the floor should be punished because otherwise I would be hung, drawn, quartered and flogged," he said.

Senator Joyce crossed the floor on Howard government legislation that made changes to the Trade Practices Act in 2005.

Independent senator Nick Xenophon called for courtesy in the debate.

"I would like to think my contribution will be respectful of both views of the debate, and that's how it should be," he told reporters.

Australian Greens senator Richard Di Natale said he had the "pleasure" to be in the chamber when Senator Bernardi made his comments.

"What an affront to those parents whose kids are struggling with their sexuality, who are suffering from anxiety and depression and self-harming because their kids' choices around sexuality are being compared to bestiality," he said.

"What an appalling, appalling statement from somebody whose standards in the parliament need to lift."

When will it end?

During overnight debate on the Bill, Senator Bernardi said that the campaign for same-sex marriage was "another tear in the fabric of our social mores."

Speaking on a gay marriage Bill in Federal Parliament last night, Mr Bernardi said: "Time and time again the same characters seek to tear down our institutions that have been built and have sustained our civilisation for thousands of years. The time has come to ask: when will it end?

"What is the next step?

"The next step, quite frankly, is having three people or four people that love each other being able to enter into a permanent union endorsed by society or any other type of relationship."

Senator Bernardi went on to say accepting gay marriage could lead to accepting bestiality.

"There are even some creepy people out there and I say `creepy' deliberately who are unfortunately afforded a great deal more respect than I believe they deserve," he said.

"These creepy people say it is okay to have consensual sexual relations between humans and animals. Will that be a future step?

"In the future will we say, `These two creatures love each other and maybe they should be able to be joined in a union'."

Senator Bernardi said the "harsh reality" is that there will "never be equality in society".

"There are always going to be people who feel that they have got a raw deal or have been discriminated against or do not have the same access to opportunities or advantages as others do, and to pretend any differently is really to deny reality," he said.

The Bill is due to be voted upon today

what i love is joe hockey comes in and says that people have strong views and are entitled to them. and hes right... however i find it difficult to believe that senator benardi truly thinks marriage equality will lead to us all wanting to marry our dogs. why cant benardi just be honest and say he finds the idea of homosexuality abhorrent and that is the reason why he believes they should not be allowed to marry. why bring in ridiculous statements that frankly just make him look stupid.

Liberal senator Cory Bernardi has resigned as Tony Abbott's shadow parliamentary secretary after being widely criticised for his remarks about same-sex marriage.

Yesterday in a Senate debate, the South Australian senator suggested legalising same-sex marriage could lead to the legalisation of polygamy and bestiality.

"Is having three people that love each other should be able to enter into a permanent union endorsed by society, or four people?" Senator Bernardi said.

"There are even some creepy people out there, who say that it's okay to have consensual sexual relations between humans and animals. Will that be a future step?"

In a press conference at midday today, Opposition Leader Tony Abbott said he had a conversation with Senator Bernardi after his remarks.

"As a result of that conversation, he offered his resignation and I accepted his resignation," he said.

"The Coalition will maintain our proud record of non-discrimination.

"We never want minority groups to feel like they are strangers in our own country."

While describing the comments as ill-disciplined, Mr Abbott did not condemn the remarks outright.

"They're views that I don't share," he said.

"They are views that many people would find repugnant."

The position of parliamentary secretary is a leadership role one level below that of a minister or shadow minister.

Senator Bernardi will no longer serve as parliamentary secretary for families and the Opposition leader, but will remain a senator
