Basically, it's a way to reward people who keep seeding even when there's no-one leeching (and people with low upload bandwidth)...you get points for each hour you seed...with points you can buy GB to boost your ratio.
I have 1500 of the damn thing and no use for them as I have a way big enough margin on my ratio!
