heres something i heard on mike malloy last night:

The latest $642 billion defense budget authorization bill, H.R. 4310 (full text) includes text that would re-legalize the domestic use of propaganda in the United States. That is, the US Government would be free to straight-up lie in its media efforts to promote unpopular actions. Iraq and Afghanistan spring immediately to mind: arguably we've been lied to for years about both invasions and their outcomes.

H.R. 4310, sponsored by Mac Thornberry (R-TX) Adam Smith (D-WA), would erase sections of the Smith-Mundt Act and the Foreign Relations Authorization Act of 1987 that the Pentagon finds troublesome:

•Smith-Mundt Act (1948): Restricts Domestic Propaganda
•Foreign Relations Authorization Act (1987): Guidelines on Information Dissemination

That this section of the proposed legislation has been buried so deeply in the larger defense bill tells a whole story of its own: "We don't want you to know that we want to lie to you even more".

Propaganda is media primarily intended to influence an audience, as opposed to educate that audience. Mike Thornberry's press release euphemistically sells the move as "the Smith-Mundt Modernization Act of 2012", though "your government has to be able to make up stories or the terrorists'll getcha" isn't a particularly compelling argument.

So far, the Pentagon's response to the story has not inspired confidence: it launched a disinformation campaign against the reporters who broke the story on its disinformation campaign plans.
