Zombies for sure!
Zombies are slow and you won't get pepper sprayed or shot with a beanbag round being around zombies.
And, nobody cares if you kill a zombie. Taking out a crazy protester is probably frowned upon.
Most protesters that instigate riots are really cops.
Definitely the zombies. Or at least, THOSE zombies. "Tyres" is in that horde, which means it's liable to turn into a choreographed dance horde, or at the very least make its way to a club, at any minute.
