What do you think the cover of Riot Act symbolizes? With the skeletons with the king/queen crowns?

Looking at the title, the tracks on the album and given the time period the album was released I really think the album cover is a play or pun on the direction they possibly thought our country was headed (might still be heading there) at the time which was down the tubes in a hurry.
This would have been the same tour that Eddie left the George W. Bush mask hanging on the mic stand and Bu$hleaguer is on the album. Perhaps they thought he "ruled" this country much in the manner of a broken monarchy of sorts (symbolizing skeletal remains) and perhaps the album cover is a reflection of that.
I dunno. Probably not.
I'm probably totally off in my thoughts but I can't help but see the cover, think about the time period, what was going on here in our country and NOT tie it to some political meaning.
I'm an English major...I overanalyze EVERYTHING to the point of insanity. The band always said there was no meaning or correlation betwixt the cover and the title so who the hell knows.
Time for a smoke in a tree...my brain hurts now. HAHA.
