Governor Jerry Brown has proposed repealing portions of the “Hayden Law,” which relates to animal shelters. Under his proposal, animal shelters in California would no longer be required by the state to hold cats and dogs more than 72 hours, would not have to provide veterinary care to incoming animals, and rabbits, reptiles, and other animals could legally be euthanized as soon as they arrive.
These basic standards, which have been on the books since 1998, have had important and positive consequences, particularly in communities where reuniting pets with owners and finding new homes for stray animals had not previously been a government priority. Californians have steadfastly maintained their legitimate expectation that sheltering agencies maximize opportunities for hundreds of thousands of homeless animals each year. The governor’s proposal would be a step backward, and we need your help to stop it.

We've always gone the adoption route...hell, sometimes I visit the shelters just to visit with the sweeties there. Heartbreaking but something I feel compelled to do.
I will check the link and send an email to Mr. Brown - whether it does any good, who knows.

At the same time, I agree with hedonist that "this is a wake-up call for folks to spay/neuter their pets, chip them if at all possible, and keep them secure". There are far too many irresponsible pet owners who foist off their unwanted pets (or offspring of those pets) to animal shelters figuring, "Let them deal with it".
Governor Brown is working hard to make cut backs in order to balance our state budget and although I don't believe repealing the Hayden Law is a good way to do this I also think is well past due time for many pet owners to take charge of their own lack of responsibility in this matter.

(Seriously though, it does have its drawbacks - doesn't everywhere? - but it's my home. I only hope it can come back to where it once was.)
And, I can't imagine actually working at one of those shelters...I think I'd be dogged by nightmares (no pun intended).
If people would just spray and neuter their pets as well as stop being fucking selfish and adopt from shelters and rescues instead of breeders and pet stores things may eventually change but I wouldn't hold your breath on any of that happening.

No need to thank me. I did however get this info from a national syndicated conservative talk show host who happens to be a HUDGE animal lover he gives a lot of money to shelters and stresses adopting pets from your local shelter.

If anyone has ever lost a pet I highly recommend the book " Rescuing Sprite" Just make sure you have a box of kleenex handy. :(
