Do they all sound like crap?
I have 2 Ozzy and 4 Rancid LPs on Picture disc vinyl.
None of them sound great.
It seems like black or colored vinyl is superior.

Anyone else notice this?

Yeah that usually is the case. I have one that sounds good, I didn't know it was a picture until I opened it. I was kind of bummed, then I played it and it sounds just fine. There must be a right way to do it and a way that just makes them sound like crap? I have plenty of colored vinyl that sound great, but black is definitely the way to go.
    I ain't got no fly'n shoes..

black is also a color, the vinyl is clear in the begging of the process then mix black pellets or other color before made into a "hockey puck" before pressing
    Tour with fucking NOFX
