    If a budget is "balanced" it makes it harder to inflate.
    Why would they want to stop inflating?

    PS - i'm serious, here. or at least, only half joking.

    The country has been suffering from a prolonged credit contraction cycle.
    The monetary geniuses at the top of the pyramid probably think what is needed is a continual "oozing" of credit.
    An unbalanced budget is one way of achieving this with little resistance.
