    I am not sure what Spotify is. With Google Music, you add your song library and then can make mixes of other music (not in your library) that are similar to the song you made the mix on. Like a genius mix on itunes, but with other music.
    I great way to discover new music, also has a song of the day, that is free to download. They also have a big selection of songs to download for free.
    I have only used it for a day or 2, but I am impressed thus far.
