Oceania is not volume 4. it is an album within the album project. volume 3 has only two tracks released digitally so far, and Billy said the rest of volume 3 (and the physical release) will follow Oceania.
yes, I know, it's fucking confusing. it's because Billy made this huge commitment to do this massive project over a number of years, and he keeps changing his mind on how it's going to go.
and now we've got he Smashing Pumpkins Record Club on top of all that. but hey, he's releasing music. that's the good part.

I never thought of this not being vol 4, guess it doesn't really matter either way LOL. I know Billy tweeted Vol 3 was "only going to be 2 songs this time around." but who knows just glad he is making an album. I think that's what he does best, overall through his career he really hits the nail on the head on most of his albums. I really loved Zeitgeist. I think Machina would have been better if he would have just combined both albums to begin with...
