how to get a photo of yourself below 30 kb? (avatar)

I have been trying to crop photos down to 30 kb and I can't seem to do it, how have people taking pictures of themselves that were that small. With your phone?

I copied and opened the chosen image in Paint. Then I clicked Image from the tool bar and then Attributes. I then selected the size needed. Good luck.
