What is the policy on binoculars?

Sorry, this may have already been addressed, but I remember on the 2006 tour there was a no binocular policy. Is that still in effect? Is it a venue-by-venue policy or band policy? I'm going to DC and Mansfield (6/30) shows, and want to know whether or not to bring my binoculars. I won't need them if I get the lottery tickets (1st, 2nd, 9th or 10th rows) but might need them otherwise.
