How does some of these riders affect you

Prohibits funding for the Biomass Crop Assistance Program. Sec. 1285
--this restricts the federal govt. from providing assistance to owners and operators of agricultural and non-industrial private forest land who wish to establish, produce, and deliver biomass feedstocks - This hinders these groups from being able to compete against corporate biomass entities.

Prohibits the Federal Reserve from transferring more than $80 million to the new Bureau of
    Consumer Financial Protection.

--This is the new agency that was established where the consumer could get assistance when they believed they were a victim of – examples – credit card fraud, banking fraud, when there was the tire recall, etc.

Prohibits funds for a government sponsored “consumer products complaints database.” Sec. 4046
--Prohibits the federal government from sharing ‘bad company practices with the Better Business Bureau’, so when a company with a track record of unsanitary conditions that led to e-coli outbreaks, they can’t share this information if the company is a repeat offender.

    Sec. 1115

Prohibits funds to take any action to effect or implement the disestablishment, closure or
realignment of the US Joint Forces Command.

    --Why you can’t close Gitmo.

    Sec. 4031

Bans funding for the Department of Education regulations on Gainful Employment, as-yet-unpublished rules that would restrict federal student aid to for-profit colleges whose students have high debt-to-income ratios and require the schools to report more information about student outcomes.

--Would make you and/your parents have to provide financial documents (like buying house) to prove you deserve a loan to go to a college of your choice like nursing, elevator or escalator mechanics, IT trade schools, etc. etc. based on whether that education would lead to a job or is there a market for that job, whereby you or your parents could pay back that load.

Prohibits funding for the Wetlands Reserve Program. Sec. 1281
Prohibits funding for the Conservation Stewardship Program. Sec. 1282
Prohibits funding for the Watershed Protection and Flood Prevention Act. Sec. 1283
Prohibits funding for the Weatherization Assistance Program or the State Energy Program. Sec. 1434
Prohibits funding for various environmental projects in California. Sec. 1475
Prohibits funding for a climate change czar in the White House. Sec. 1535
Prohibits funding for EPA efforts to regulate greenhouse gases. Sec. 1746
Prohibits funding for the EPA to change a rule regulating water. Sec. 1747
Prohibits funding for enforcing an order by the Secretary of the Interior calling for protecting public natural spaces.

--these are all about protecting the Oil, Coal, and Gas industry

    Sec. 1778

Puts a moratorium, for the duration of the CR, on the payment of legal fees to citizens and groups who sue the government.

--Any group that’s suing –for example – the Corp. of Engineers for levee maintenance, even if they win – a certain amount will be deducted from their awarded amount, if it exceeds the government’s limit. Yet, they are still obligated to pay their own attorney’s feel (the full amount).

    Sec. 4007

Prohibits funds to implement, administer or enforce the rule entitled “National Emission
Standards for Hazardous Air Pollutants From the Portland Cement Manufacturing Industry and
Standards of Performance for Portland Cement Plants,” published by the Environmental
Protection Agency on September 9, 2010, which limits the levels of mercury in cement.

--See Sec. 1778 people, water, land, and home who are affected by the fine dust that is laced with mercury that fall from these plants. This sec. 4007 prohibits the EPA from limited the levels of mercury in cement so now more homes, schools, office buildings, can now be built with a product that emits a higher mercury levels regardless of the known health risk of mercury.

    thats a lotta stuff

i wish that the every day joe schmo would just realize that these things are NEVER about what they say they are about...

so when they say...oh don't vote for congressman so and so or senator so and so..they voted against the abortion bill..or they voted against wetlands conservation...or blah blah blah..i could get into it all, but you' ve already laid it out..

that the bill they voted for/against (abortion, wetlands, what have you) is almost NEVER what they actually voted on. it was all the attachments that they were voting for or against...the stuff that most of us never hear about or take the time to find out cuz we all to often take things at face value..and it almost never is...never ever.

    thanks for that.

i hope people take the time to read it and come to realize that this is how it ALWAYS is in government.

doesn't matter what the bill is..there is always so much junk attached to it, and that's what is being voted on.

thanks for taking the time to lay it all out here

    Good information!

Looks like a lot of prohibiting funds to stuff the government shouldn't be meddling in anyway. Good for them!!

Nothing in the Budget or riders was done to affect the TROOPS. However, what the Republicans/Tea Party didn’t think about when they screamed cut it or shut it was that -Military pay falls under FEDERAL PAY-. Now it’s President Obama’s fault – no. It’s the Tea Party/Republicans dumb fault for not doing their research. Just like not knowing the impact on the Cherry Blossom parade.

Now they want to use the troops to implement policy changes (not the budget) that will effect them and their families for years to come.

    as to the riders --

Prohibits funds to the EPA’s Environmental Appeals Board to consider, review, reject remand or
other invalidate any permit issued for Outer Continental Shelf sources located offshore of the
    States along the Arctic Coast.

--if passed its drill baby drill no one would be allowed to watch

    Sec. 4014

Defines specifically what greenhouse gases are and prohibits the EPA from imposing regulations
on those gasses emitted by a stationary source for seven months.

--emissions from stack pipes, natural gas wells, power plants, would all be protected

    Sec. 4028

Prohibits funds to implement or enforce the Travel Management Rule, which would close roads
and trails on National Forest System land.

--This would allow unlimited access to Forest Service roads that are utilized by visitors to parklands to be utilized by the logging industry and oil and gas industry for moving their trucks yet these industries do not provide funds for firefighting services within these parklands, many of which are still pristine areas.

    Sec. 4029

Prohibits funds for the Department of the Interior’s Office of Surface Mining, Reclamation and
Enforcement (OSM) from moving forward with a proposed rule that would effectively eliminate
the Stream Buffer Zone Rule, a rule that presently allows surface mining operations with
qualified permits to work within 100 feet of a stream.

--This would allow the mining operations near community wells, reservoirs without consequences to contamination of groundwater. This would be important to the natural gas industry who has to transport tons of waters from long distances - now they can and will tap into local water resources.

    Sec. 4032

Prohibit EPA funding for enforcement of total maximum daily loads in the Chesapeake Bay
    watershed.

--The Chesapeake Bay has just recently recovered from a reclamation project that has brought back its crab population – any overuse of its watershed could ruin the fishery of this Bay.

    Sec. 4035

Prohibits funds from being used to construct ethanol blender pumps or ethanol storage facilities. Sec. 4037

--Would kill any the mass production of hybrid or alternative gas vehicles because they would not have any fuel stations.

Prohibits funds to implement a National Oceanic and Atmospheric Administration (NOAA)

--This one confused me - why close NOAA? Where do Congress think people and the weather reporters get their information?
--How many people rely on NOAA for tornado reports – GONE
--How about hurricane tracking – GONE

    a) Here is the only abortion issue in the riders & Budget and it is strictly limited to DC residents only

Prohibits the District of Columbia from using its own, non-federal funds to pay for abortions
beyond the very limited circumstances in which federal funds are currently available (in
circumstances of rape or incest and to save the life of a pregnant woman).

    b) Reid was right about women issues – the rider
Prohibits funds to the Planned Parenthood Federation of America, Inc., or any of its affiliates. Sec. 4013

    Back to more riders

Prohibits the EPA, Corps of Engineers and the Office of Surface Mining from implementing
coordination procedures that have served to extend and delay the review of coal mining permits.

--this would effectively eliminate the oversight of coal mining permits, coal mining disasters and the emissions of coal mines and the impact of coal accidents during transport.

    Sec. 4039

Prohibits funds from being used to develop or approve a new limited access privilege program –
“catch-shares” – for any fishery under the jurisdiction of the South Atlantic, Mid-Atlantic, New
England or Gulf of Mexico Fishery Management Council.

--This opens the East Coast from New England all the way around our Southern coastline over to the Gulf of Mexico to foreign fishing companies, especially, Japan.

    Sec. 4043

Prohibits funds for the EPA to deny proposed and active mining permits under Section 404 (c) of
the Clean Water Act, specifically to revoke retroactively a permit for the Spruce Mine in West
    Virginia.

--this would allow the largest mountain top coal mining operation todate to get under way without any oversight.

    Sec. 4044

Prohibits funds for the EPA to implement regulations to designate coal ash reside as hazardous
    waste.

--Coal ash (dust) is a hazardous waste. By eliminating the EPA from designating coal ash (dust) as hazardous waste, coal miners lose their fight against the health issues that they endure and the conditions under which they will be required to work. This allows the coal companies to continue to transport coal in open containers and coal spillage and coal ash hills would not be deemed a hazardous site. The coal ash that blows onto private property or into water wells or water ways would not be deemed hazardous which saves the coal companies millions of dollars in cleanup, fines and health costs.

    Sec. 4045

Prohibits funds for EPA to modify the national primary ambient air quality standards applicable to coarse particulate matter (dust).
    --same as ash
-this are all about protecting the coal industry

    Sec. 4004

Prohibits funding for the IRS to implement health care reform. Sec. 1516
Prohibits funds for a White House Director of Health Care reform. Sec. 1536

Prohibits the District of Columbia from using its own, non-federal funds to pay for abortions
beyond the very limited circumstances in which federal funds are currently available (in
circumstances of rape or incest and to save the life of a pregnant woman).
    Sec. 1590
Prohibits funding for needle-exchange programs. Sec. 1591
Prohibits funding for sections of the Public Health Service Act.

    Sec. 1820
Prohibits funds to the Planned Parenthood Federation of America, Inc., or any of its affiliates.

    Sec. 4013
Prohibits funds to pay any employee, officer or contractor to implement the provisions of the
health care reform law, stopping the Department of Health and Human Services from

    Sec. 4016
Strips funding for any provision of the health care reform law.

    Sec. 4017
Prohibits the payment of salaries for any officer or employee of any federal department or
agency with respect to carrying out the health care reform law.

    Sec. 4018
Bars funds to implement the individual mandate and penalties and reporting requirements of the
    health care reform law.

    Sec. 4019
Prohibits funds to carry out the medical loss ratio restrictions in the health care reform law.

These provisions require insurers to spend at least a certain percent of their premium revenues
    on medical care.

    Sec. 4027
Blocks funds for Health Insurance Exchanges, a set of state-regulated health care plans offered
under the health care reform law.

    Sec. 4034

Prohibits funds for employee and officer salaries at the Center for Consumer Information and
Insurance Oversight at the Department of Health and Human Services, created by the health
    care reform law.

    Sec. 4047
Prohibits funds for salaries for any officer or employee of the government to issue regulations on
essential benefits under section 1302 of the health care reform law.

    Sec. 4049

Prohibits funds for the independent payment advisory board. Sec. 4050

-These riders would strip the funding for Health Care Reform Bill, but Congress seems to have gone a step further in implying it would be illegal for any person, place or thing associated with the Health Care Reform Bill.

Prohibits transferring detainees from Guantanamo Bay. Sec. 1112
Prohibits transferring detainees from Guantanamo Bay. Sec. 1113
Prohibits constructing facilities to house detainees in Guantanamo Bay. Sec. 1114

    -Be Afraid, Be very Afraid.

Prohibits funding for hiring new TSA employees. Sec. 1614

-Ok we got this terrorist thing under control, we don’t need any more TSA people.

    Oh and by the way

Bans foreign aid to Saudi Arabia. Sec. 4023
Prohibits NASA from collaborating with China. Sec. 1339

-Seems a little stupid of Congress to pissoff the two countries that could financially ruin our stock market with a simple transaction. Seeing that they can’t handle the Budget, they should stay out of foreign affairs (or maybe the word affairs confuses them) and leave it to the State Department.
