MILWAUKEE — Armored tactical units surround a suspected stolen vehicle on a freeway near a major Milwaukee interchange.
Milwaukee County sheriff's officials say the driver and a passenger have refused to get out of the vehicle on westbound Interstate 94 near the Marquette University campus. The tactical situation shut down the westbound freeway for at least two hours Friday morning, backing up traffic for at least a mile.

WTMJ-TV says SWAT officers used bullhorns to order the two out of the vehicle, but so far no one has emerged.
