Installing a new OS

How easy is this? I am running a decrepit OS (Win 2000) and will be purchasing a new laptop soon. I want to wipe out the desktop and install the Win 7 OS from the laptop. Pretty easy to do this? Or should I have a comp store do it?
Also, I have a second hard drive and Win 98 on that, but forget how to access it, how do I do that? Maybe I want to switch Win 2000 to the 2nd hard drive and put Win 7 on the main drive....arrrghhhh!

When OEMs (original equipment manufacturers) make those discs they customize the software to include drivers specific to the laptop/desktop configuration that you're purchasing. Your old computer may also not have the right hardware specs to run Win 7. RAM, processor speed, graphics card, sound card, etc...
It would be wise to check up on that stuff prior to wasting your time on a bad install.
Alternatives:
You should look on Craigslist for someone who is selling an old OS disc that they aren't using any more. Or try Linux if you're so inclined. There are a lot of absolutely free solutions to getting an old computer working like new-ish again.
check it first before trying
