Why isn't Terry Hobbs in prison

So I've been educating myself about the West Memphis Three case. Terry Hobbs, one of the step-fathers of the murdered children, has been implicated by his DNA at the crime scene, but this thread isn't about his involvement in the WM3 case. He has a long rap sheet with the police re: domestic violence against his ex-wife and her family, child abuse against his children, and sexual abuse against a neighbor and his daughter. My question is, why is he still a free man? Seems to me he deserves to be behind bars regardless of his role in the WM3 case.
