Set Lists

Anyone know how the set list is determined & how far before the show it is decided ?
I've seen a million groups over the last 40 years and all of them pretty much stick to the same set list through out the tour.

"Imaggine In Cornice" DVD: Jeff Ament: "Ed has a feeling pretty much everywhere that we--that we play. And... he draws it up and then he gives it to us to kinda check it out and we'll--if there's any feedback we can give him, or if there's something we want to play or... If we've run into somebody that, you know, wants to hear something, we'll throw that out, you know, if it sounds like a good idea. So much of it is just kind of by feel. And I think Ed has--is such a great gauge of kind of... you know, how things are feeling, how the crowd's feeling. And that's a lot of times why the set list doesn't get done until-- I mean, sometimes it's done half an hour before the show, before we play. But often times it's done 10 minutes before we play. Typically, for the encores, if it feels like we've kind of given them a pretty good ride at that point, then maybe that first encore will be a sit-down encore or it'll be a little bit more of a down encore".
