DHS issues terror watch for Mexico/Texas border

So wait a minute, now the Feds want the states to do the work of the Federal Government? I'm confused.

I tried to find the warning of the DHS website but I couldn't find any specific warnings. If someone finds that page please post it.

    I don't get it... Do you have a problem with this?
    Because the major failure of September 11, 2001 was that there was no inter-agency communications. Had the New York FBI office alerted Florida officials, they might have nabbed Mohammed Atta and his crew taking flying/crashing into lesson at that airfield. All the dots were there... it's just that they were scattered amongst different law enforcement agencies.
