Post/reply/PM window won't stay scrolled down!

Okay, I have a strange but extremely frustrating problem that I'm not sure how to describe that I hope someone can help me with. On both this laptop and my old one, this box that I'm typing in right now won't stay scrolled down. So if I write something in this text box that exceeds the number of lines that will fit within this window and still all be visible at once, a scroll bar will appear at the right and I should be able to use it to scroll down and see the bottom of my post to keep writing, right? But the problem I'm having is that when I scroll down it doesn't stay put - it jumps back up to the top of the post. So when I'm typing something past that point that can be viewed in this window, it will jump down to the bottom for every letter I type and then jump back up to the top in between each letter, not really allowing me to read what I'm writing.
Does this make any sense? Does anyone else have this problem? It happens consistently on this Dell laptop that's running Windows 7. It also happened consistently on the Dell laptop I just got rid of that was using Windows Vista. It doesn't happen on my Dell laptop from work, that runs Windows XP. I use Internet Explorer for my web browser on all three computers, including the one that doesn't have this problem.
Okay, wait - I just realized this doesn't happen in Google Chrome or Firefox, even on this Windows 7 computer. And I already know it doesn't happen in Internet Explorer on my XP computer. So I guess it just happens when using IE on a Vista or 7 machine. I guess I could just stop using IE, but I'd rather not if there's an easy solution. Any ideas?
