What the hell is this?

So earlier this year I noticed this weird marking on the street near my campus in Cleveland. I didn't think much of it. Then I saw the same figure in another location on another street near campus. I began to wonder what it was at that point. And then I saw it again in a different location, this time on the street in Philly when I was in town for the shows. So does anyone have an idea about what this is? I tried searching the internet, but its hard when you don't know what you're looking for.

    see if the streets you saw them on have anything in common. Then look at the buildings they are in front of and see if they have anything in common.

    Anyone else have any ideas? I'm dying to know what it is, even though its probably not that interesting.

    I looks like they are related to the toynbee tiles, but I still can't find much relating specifically to the robot/skeleton figure and its meaning.
