was just formed and ten just came out a few days ago and they are going on tour for the first time this summer, what band would they be opening for?

that would be awesome, but judging by this tour TP is going with vintage greats like CSNY or Joe Cocker... MMJ is not like that but pretty established. PJ would be a total up and comer...
but i totally get what you are saying because Petty always has great openers and PJ has already opened for them.
Ironically of all the bands touring right now the one I think would be most inclined to give a up and comer like "Pear Jam" a shot to open would be well... Pearl Jam

The plus side of 10 only just coming out is that Creed, Nickelsack et al would no longer exist. All those posters and fan pictures will now just be pictures of whatever was in the background, albums gone from stores, and the members of those bands all doing the jobs they would have been doing if PJ had never existed - jobs like douchebag recylcers, jizzmoppers, shoesalesmen (the Al Bundy kind), and so on.
Pearl Jam would open for Soundgarden, Alice In Chains. They'd come down here and do 'The Big Day Out' and probably support Powderfinger or Wolfmother - but blow them off stage and be kicked off the tour.

Assuming they are young again I think they would open for White Stripes (or some other Jack White incarnation)...
