In the article it states that the Hall Of Fame selection takes place at the end of the calendar year. To be eligible the debut album has to be out for 25 years. 1991 plus 25 is 2016, yes, BUT they wouldn't be inducted until the following ceremony. Because they wouldn't be voted in UNTIL the end of 2016.

Seeing as how the ceremony is in March, and Ten came out in August, they wouldn't be inducted until the 2017 ceremony.
