How does "Random Allocation" work?

So, rows 1,2,9 and 10 are reserved for "random allocation". What exactly does that mean? I couldn't find any details amongst the existing posts.
Does that mean if your tix are in rows 3-8 that you have a chance at random assignment in the first 2 rows and then anyone after row 10 is in contention for rows 9 or 10, or does it mean that anyone with fan club tix could end up anywhere in those 4 specific rows? Or does it mean something else entirely?

Everyone regardless of seniority is eligible for rows 1 and 2. The next rows 3-8 are by seniority and then anyone left over can go into 9 and 10 and then the rest of the fan club seats are filled by seniority.
