This is the most ridiculous thing ever. Collisions work both ways, maybe we should set up a encroaching species hunt hotline and shoot the driver.
The government shouldn't approve this at ALL... they should stop being so chincy and set up the damn fences.

A grassroots organization in Newfoundland and Labrador has a simple solution to cutting down on moose vs. vehicle collisions - shoot the moose.
The Save Our People Action Committee wants the province to set up a moose-hunt hotline, so hunters can be sent out to shoot moose near highways before they get the chance to wander into traffic.
There are more than 120,000 moose in Newfoundland, and an estimated 700 moose vs. vehicle collisions per year.
Committee leader Eugene Nippard of Grand Falls-Windsor, Nfld., started the group when his friend died in a collision with a moose last year.
"That nuisance moose was there two days. He should have been taken out of there. He wasn't. My friend was killed," Nippard told CBC.
The Newfoundland and Labrador government has previously rejected the group's call to have the province's highways fenced off, citing high costs.
Since last summer, the committee has collected over 20,000 signatures on an online petition for a moose cull.
The petition also calls for better lighting along the highways, flashing amber lights in areas with large moose populations and more brush cutting The group's website features a guestbook where users can share their personal stories about moose on the highway.
"My Husband hit and killed a moose in early November 2005," wrote one supporter. "We believe that due to the Grace of God and the size of his vehicle, he was one of the lucky ones and was not injured." However, some critics on the site point out the dangers of having hunters stationed close to highways, and suggested instead that drivers slow down.
On Wednesday, a spokesperson for the province's natural resources department told CBC that Minister Kathy Dunderdale will look at the group's hotline proposal.
