Homeless Guy Singing Smalltown

Does anybody know the story behind the tape ed plays at concerts of someone singing smalltown? I was told it is a homeless guy from south america that doesn't even know english. Also is there anywhere to download that? It's great

    oh scary... 40000 morbidly obese christians wearing fanny packs invading europe is probably the least scariest thing since I watched an edited version of The Care Bears movie in an extremely brightly lit cinema.

    Hmmm, I was told that it was actually Ed singing it , sounding like an old guy....

    I have the intro somwhere to one of the shows, and after hearing that, it does sound to me like it could be EV.

    I had never heard of the story of Ed's brother giving him the tape of this guy singing it,....
