"Black out weaves it's way through the city"

I always thought that ment from Bush when he was governor of Texas and when ever they threw the switch on the electric chair all the lights in the city went dim...
Others have told me it was the blacking smoke and debrie covering NYC when the towers fell.

Anythoughts? Suggestions?

    Yeah, I remember reading it had to do with the blackouts going on that year in Cali. too.

    That's interesting. I've always thought of the L.A. blackouts when I hear that line, because the album came out soon after that happened, but I never thought that the line was written specifically about that time. That line reminds me of that feeling of helplessness we had at the time, induced by overconsumption, climate change, and corporate greed. :|

    Yeah, I'm pretty sure Stone has said that the line is about blackouts. I also remember him saying that it was not originally intended to be used in that song, but found its way in anyway, and sounds pretty damn good.
