Upon its release, Rust Never Sleeps was hailed as a commercial and critical revitalization for Young, and the successful, bizarre tour (featuring oversized amps, road crews dressed as Jawas from the then-new Star Wars film, sound technicians in lab coats, music from Woodstock played from disintegrating tapes, etc.) earned him a new generation of fans and good will, buoyed mainly by "Hey Hey, My My".

Why not (V) (°,,,,°) (V) ?
Exactly.
I could be wrong, but I assumed that maybe 1986 was when he first started to get some movement on his music career, maybe his first paid gig or something like that, so that would mean he's been a "professional" musician for 23 years. Again, just a guess.
I've been trying to find information about him....but not sure which one is him via google. There are at least several ones.
This is the best I could do and it looks almost like him as a child in the book.

good theory just kinda out of left field or i don't see the Ev in 23 lol .. kinda funny answer but way cool
If you look at the EV on the back side of the zippos from the solo tours, its really easy to see the 23 in the letters EV.
