Does 10C get all seats for 1st, 2nd,9th and 10th rows?

I know 10C says the lottery is for 1st, 2nd, 9th, and 10th rows. However, the below tix are 9th row tickets for one of the boston shows. Just curious if that means less chance for someone to win the ticket lottery or if 10C will compensate by reserving extra seats elsewhere? I don't care one way or the other. Just curious...

ive never been but am going to SC..was wondering if i am pretty much gauranteed a spot near the front?
That is not a true statement. You can get better TM seats then 10c sometimes.
