Sounds like a good idea. The whole "caught with our dicks blowing in the wind" strategy we had before 9/11 didn't really work out so well.

Reading through the FEMA site as much as I can while working, I am gathering it is terrorist training where they will lock down the city. No city anywhere near where I am, or Chicago either.

FEMA doesn't just provide disaster relief. They are a combination of Federal, State and Local agencies who are trained to respond in disasters, be they natural or terrorist. They are trained in everything from getting infrastructure back up and running to crowd control to giving first aid. There are teams of people who are trained for about a million different aspects of any possible disaster. A lot of the team members are crosstrained in other duties/knowledge whatever. These people live all over the country and are called out as reservists to work when there's a disaster. They can be sent anywhere to work at a specific job for months at a time.

Aside from the military and rescue operations like fire, police etc, FEMA folks are the ones who are onsite at a disaster first, with directions from the President. They really aren't as messed up as people think. Like everyone, they learned a lot from 9/11 and Katrina. They are trained to help.

I worked for them for 6 months here in Texas and learned a lot about how the agency operates. If they are having a big exercise, it's a good thing. Could come in handy for all of us.
