If I were to find a MP3 of the live performance last night and put it on my iPhone, to listen through my aux jack in my car and rock the fuck out after work, would that qualify as stealing Pearl Jams art?
Since I didnt get consent from either Pearl Jam, NBC, Target, or Conan should I be sued?

Not really. I found an alternate means for the download, and I've been playing "Got Some" on my Ipod all day. I think my ipod will start getting mad at me, because I have something like 150 PJ songs on it, and just added another one.
That's fair use. Transfering it to your car might technically not be legal, but as long as you're not distributing it to the internet world, nobody's going to give a second thought.

Ever hear that legal waiver that they say at EVERY televised sporting event? You know, about the rebroadcast without the expressed written consent of the (NFL,NBA,NHL, Major League Baseball, etc...) is strictly prohibited? Same thing applies.
You can play it as many times as you like... but, you cannot play it in your bar or restaurant or any public viewing and you cannot post it on the Internet (public viewing) or sell it.
