They are speculation tickets. The scalpers don't have the tickets yet but are selling what they expect / hope to get.

I think it is even worse that stubhub have tickets for both Barcelona and Madrid, and that is because Stubhub is owned by Ticketmaster ... so this is why you don't get tickets for the shows, or they "sell" out before you can say:  "cheating bastards" ... and you the find 1000 tickets on Stubhub that "fans" selling ... pfffffff

They do this for the Super Bowl also.  Very common practice.
