    A light sanding wouldn’t hurt. Helps the paint stick to the surface. Also I recommend using tremclad or rustoleum spray paint. Is it a wood frame?

    I never do.  But you might prime it first. 

    If you do sp, I would use like 000 or even steel wool.  Something very light.  I started painting frames years ago to add the extra color.  Works great.

    It’s an inexpensive frame that I ended up getting for free because the glass was broken in shipping. Of course if it works I’ll have to swap it with another with the glass but that’s fine.

    Buy yourself a mat cutter. The frames/mats you are choosing are not particularly ornate.  You're looking at $50-60 per frame job.

    Lol I was looking into that. 
    Mine has paid for itself I don't know how many times over.  Wait for the 50% coupons for Michael's, then pull the trigger.  Start painting the frames too for some easy coloring as well.  They can look great without a huge investment.  I've also found that Hobby Lobby has the best selection of "standard" color mats, for $9.99.

    I was just about to say that. I just bought 3 for $56. They look like these ones I have at home
