I obtained everything I need. I chewed up a mat learning how to do it, but I think I have it down now. My first beveled cut was chewed, but the other 3 sides were perfect!
So I get the full mat sheets from hobby lobby that are like 32" x 40". How do you cut them so they are perfectly rectangular, since they do not fit in the logan mat cutter?0 -

It doesn't even have to be perfect because the frame's edges should provide some margin of error. Once you have the mat at 22*28 or whatever the size, it should fit in the mat cutter for the beveling. The 32*40 will fit for the first cutting with the straight knife if you do the short side first.

What I did was just sloppily freehand reduce the size, then using measuring, I made the mat 22" x 28" and cut on the logan. Using the back of the frame as a guide is much better/easier.0 -

Just finished up this beauty yesterday, with another $7 thrift shop frame!
The blue mat was leftover from a previous frame-up, and bigger than the print, so it forced me to get creative with the other mats..
I couldn't be happier with how it turned out! The blue pinstripe is just thick enough to balance, but not so big it draws focus. =D

Thanks! I burned through a few. Tried the bevel cutter the wrong direction on 1. Also wrongly assumed a kong was 18x24.
The claypool lennon poster's opening is a hair too big.
